Job Summary:
The Quantity Surveyor at Technowaste Sdn. Bhd. will be responsible for comprehensive cost management and contract administration for design-build sewage treatment plant construction, pumping stations, sewerage reticulation systems, and related infrastructure projects. The ideal candidate will play a crucial role in ensuring project financial viability while maintaining the company's standards of quality and regulatory compliance throughout all project phases.
Key Responsibilities
Cost Management & Estimation
- Prepare detailed cost estimates, bills of quantities, and tender documents for sewage treatment plants, intermediate pumping stations, and sewerage reticulation systems
- Develop and maintain specialized cost databases for civil and structural works, including concrete structures, earthworks, pipeline installations, reinforcement, and formwork systems
- Conduct material take-offs and cost analysis for treatment tanks, pump chambers, manholes, and related concrete infrastructure
- Provide secondary cost assessment for mechanical equipment (pumps, control systems) and electrical components
- Conduct feasibility studies and life-cycle cost analyses for wastewater infrastructure projects
- Analyse project specifications, technical drawings, and contract documents to provide accurate cost assessments for design-build projects
Contract Administration & Procurement
- Administer design-build contracts and ensure compliance with contractual terms, CIDB regulations, and environmental standards
- Manage tender processes, including evaluation of contractor bids for civil works and assistance in contractor selection
- Prepare and negotiate variations, claims, and final accounts related to design changes, ground conditions, and structural modifications
- Handle contract variations for civil and structural works, with coordination support for mechanical equipment procurement
Project Financial Control
- Monitor project costs throughout design and construction phases, providing regular financial reports to management
- Conduct detailed cost analyses for civil works, including excavation, concrete placement, reinforcement installation, and pipeline laying activities
- Provide cost oversight for mechanical and electrical components procurement and installation
- Prepare interim payment certificates based on site measurements and progress valuations for structural works
- Manage project cash flows and coordinate with the finance department for payment processing
Stakeholder Management & Compliance
- Liaise with clients, contractors, consultants, and regulatory bodies (DOE, local authorities, state authorities) on contractual and financial matters
- Coordinate with design teams to ensure cost-effectiveness during the design development phase
- Maintain comprehensive records of all project-related financial transactions and regulatory submissions
- Support applications for Environmental Impact Assessment (EIA) approvals where required
Qualifications
- Bachelor's degree in Quantity Surveying, Construction Management or equivalent qualifications
- Minimum 1-2 years of experience in quantity surveying, preferably in infrastructure, water/wastewater, or environmental engineering projects within Malaysia
While experienced candidates are preferred, exceptional fresh graduates with relevant qualifications and demonstrated passion for environmental engineering are encouraged to apply.
Skills & Requirements:
- Proficiency in quantity surveying software and measurement tools
- Strong knowledge of Malaysian construction contracts (PAM 2018, CIDB forms), JKR specifications, and procurement procedures
- Ability to interpret civil and structural drawings, reinforcement details, and specifications according to Malaysian standards
- Understanding of concrete works, earthworks, pipeline installation, and civil construction methods
- Basic knowledge of mechanical and electrical systems for cost estimation
- Excellent analytical skills with attention to detail for complex cost calculations
- Strong negotiation and communication skills for multi-stakeholder environments
- Proficiency in Bahasa Malaysia and English (written and spoken)
- Familiarity with DOE guidelines, EIA procedures, and Malaysian environmental compliance requirements
- Experience with sewage treatment plants and infrastructure costing is an advantage
