The primary role of Manager, Property is to lead a multi-disciplinary team to drive excellence in overall aspects of managing the Bank’s strategic buildings and its facilities; and to optimize operations cost in line with budget. The candidate will also be responsible for planning, coordinating, and implementing property-related processes, procedures and initiatives associated with bank-wide strategic and ESG programs, all within established policies and guidelines, while managing vendors and contracts in meeting daily building performance goals and service targets efficiently.
Key Responsibilities:
- Plan, implement, monitor and manage daily building activities to achieve operational efficiencies.
- Ensure all servicing, maintenance and repair activities are promptly executed in line with performance goals, service targets and approved budget.
- Ensure the buildings’ structural integrity and MEP systems are consistently up to code with the Uniform Building By Laws, relevant Codes of Practice, and statutory legislations, and that the buildings’ systems and facilities under management remain secure and efficiently run without undue sacrifice on comfort.
- Responsible for effectively managing lifecycle expenditure budget and expenses to maintain, enhance, upgrade, retrofit and replace assets in accordance with set budget, timeline, SOPs and policies.
- Maintain or implement a sound system of internal controls for properties under management.
- Ensure all tenants and internal users feedback and complaints are addressed in a prompt and professional manner exceeding service levels expectations, with keen analytics on reported pain points and corresponding corrective measures.
- Responsible for timely monthly and quarterly management reporting demonstrating financial, compliance and service level indicators.
- Plan, implement, monitor and promote sustainable practices including efficient energy consumption, and sustainable building initiatives.
- Drive excellence in vendor performance and contract management for all soft and hard services by continuous review and monitoring of performance SLAs, SOPs, SoWs and contract agreements.
- Execute periodic meetings with vendors to review performance issues, site challenges and timely work completions.
- Plan and conduct periodic quality audit and routine building inspection with the aim of maintaining zero major non-compliances.
- Plan and organize relevant crisis management and recovery activities such as security breach, power failure, fire drills and emergency evacuation in a timely manner and as required by relevant authorities.
- Strategize and execute procurement activities to optimize cost efficiency, within policies and guidelines.
- Ensure proper record keeping of all manuals, drawings and databases including payments, contracts, work orders, energy utilization etc.
- Other duties as assigned.
