Job Title: Quantity Surveyor/Tendering Manager

About the Role
We are hiring on behalf of our client — a leading regional engineering solutions provider in the Data Center industry. This role reports to the Vice President (Data Center Segment) and will oversee the tendering team, ensuring the preparation and submission of competitive, high-quality bids that align with project requirements and business goals.
The successful candidate will be pivotal in driving tender strategies, engaging key stakeholders, and supporting the company’s project acquisition efforts across large-scale infrastructure and M&E developments.
Key Responsibilities
- Lead, guide, and develop the tendering team to deliver accurate and timely bid submissions.
- Oversee the full tendering cycle — from opportunity tracking to final submission.
- Analyze tender documents, specifications, and drawings to design winning bid strategies.
- Work collaboratively with project managers, engineers, and QS teams to compile pricing, technical proposals, and supporting documents.
- Ensure all submissions comply with client requirements, regulatory standards, and internal processes.
- Assess and highlight risks in bid proposals, recommending mitigation plans where needed.
- Participate in negotiations with clients, subcontractors, and suppliers during the tender phase.
- Build and maintain strong working relationships with clients, vendors, and industry stakeholders.
- Monitor bid performance metrics and continuously enhance the tendering process to boost success rates.
- Stay informed of market developments, competitor activities, and sector trends.
Working Arrangement
- Required to attend client meetings, conduct site visits, and represent the company at trade shows and industry events.
Requirements
- Bachelor’s degree in Civil & Structural, Mechanical, or Electrical Engineering (or equivalent).
- At least 5 years of proven experience in tendering within a Main Contractor or M&E services environment.
- Strong knowledge of tendering procedures, contract administration, and construction workflows.
- Experienced in team leadership, deadline management, and strategic decision-making.
- Skilled in cost estimation, bid planning, and technical proposal preparation.
- Fluency in Mandarin is essential to communicate effectively with China-based suppliers, contractors, and clients.
- Excellent interpersonal, negotiation, and stakeholder management skills.
