JOB DESCRIPTION
POSITION NAME : GPO Sourcing and Suppliers Manager Organization : GPO (Global Procurement Organization)
REVISION DATE : 07July2025 LOCATION : Muar, Malaysia
REPORTS TO : GPO Asia Site Business Hub Director (Back-end)
SUPERVISES : No direct reports. Leads projects sourcing and suppliers key account management, with co-ordinations from GPO Site Procurement Managers (SPMs) / Commodity Managers (CMs) and other colleagues at various sites.
CONTACTS : GPO Sites counter parties, GPO Commodity Pillars, Company manufacturing sites stakeholders, Suppliers etc.
PRIMARY PURPOSE : Establish strategies and lead initiatives that will enable to implement strategic procurement objectives by sourcing in & around Malaysia in (one or some of) the areas including Material / Equipment & spare part / Facilities and Site Services, and in need exert procuring activities as a buyer.
Manage the Key Suppliers, work closely with SPM & other stakeholders at sites and continuously reduce TCO (total cost ownership) and secure supply.
DUTIES & RESPONSIBILITIES:
Provide leadership for sourcing in & around Malaysia contributing to procurement targets for Muar site (& all other sites), with rich and competitive (natural) resources. Manage the key suppliers with SPMs / CMs and other various stakeholders.
- Strategy:
- Proceed market study and intelligence / analysis and reporting for sourcing on Malaysia semiconductor manufacturing supply chain.
- Assume leadership roles in (Malaysia) new (sustainable and competitive) sources development, embedded into GPO global strategies that align with the Company and GPO’s overall procurement strategy.
- Provide procurement expertise and functional leadership to inspire cross functional collaboration with Engineering, Quality and Production to determine and implement effective supplier process improvements targeted at improving costs, quality and services. Guide and collaborate with stakeholders towards sourcing and key suppliers’ management in Malaysia, including KPIs, processes and RACIs.
- Identify risks to supply (&cost) and develop plans to mitigate risks (with CMs / SPMs).
- Leadership:
- Set up process with standard, to develop and coordinate functional task forces team cross-fertilized with a broad range of commercial, technical skills to ensure high leverage in Supplier selection, approval, negotiations, and performance management.
- Develop supply base performance measurements / metrics and plans, manage results to meet targets and report progress.
- Engage with functional stakeholders to ensure sourcing strategy is aligned and capitalize on supplier’s scope / capability & technology roadmaps to drive innovation & continuous improvement.
- Supplier selection & approval:
- Overall responsibility for identification, evaluation and the approval process of new suppliers in/around Malaysia that meet ST performance standards and compliance requirements. Drive cross functional teams including but not limited to SPMs (& buyers) and site stakeholders.
- Leverage current supply base and/or identify new suppliers to support new projects launches / initiatives.
- Pricing & Cost:
- Research and understand the market(s) in Malaysia well enough to know who the leaders in pricing, technology and service are and drive to the best possible TCO.
- Work with functional teams (Site Engineering, Operations, CMs, SPMs) on the supply base to develop target cost & lower alternatives, to know where opportunities exist and need to be addressed. Regularly organize and conduct pricing benchmarks, competitive analysis.
- Drive/participate improvement programs on cost, quality, supply risk mitigation. Develop and maintain a portfolio of cost saving projects that meet ST targets for cost reduction.
- Conduct various buying analyses and spend evaluations on an on-going basis.
- Supply Base Development & Management:
- Establish long term, cost competitive supplier relationships at high performance standards.
- Lead reviews SPMs (& buyers) and Site Stakeholders to develop a preferred supply base and drive supplier consolidation.
- Drive the efforts to move business away from suppliers that are not preferred. Work and define with stakeholders to understand the right number of suppliers required. Minimize the amount of business with smaller suppliers or where the ST spend is insignificant. Minimize risk and secure supply.
- Build Supplier Relationship and drive partnership to secure access and collaboration with (in/around Malaysia) Supplier Executive Management.
- Compliance:
- Ensure at all times the supply base and ST procurement operate within the framework of regulatory & legal requirements and SOPs. These include but are not limited to compliance with ESH, SOX, Tax, Customs and Code of Conduct ethical requirements.
- Gain understanding and acceptance of respective documents, such as the ST Code of Conduct, ST Terms and Conditions and any other requirements.
- Best Practices:
- Support ST’s transversal/lean continuous improvement programs in line with approved policies and procedures.
- Meet periodically with GPO teams (CMs, SPMs & Buyers) across sites to share best practices, (new) supplier information, etc.
SCOPE: GPO Sourcing and Suppliers Management in/around Malaysia
EDUCATION:
REQUIRED: Bachelor’s Degree in Business Administration or Supply Chain Management or Engineering
PREFERRED: MBA or equivalent post graduate degree
WORK EXPERIENCE:
REQUIRED: Minimum 10 years’ experience in (semiconductor) manufacturing, engineering or procurement; 5 years progressive leadership experience in an organization.
PREFERRED: Experiences in functional leadership (without or with very limited direct reports) in central headquarter of Company (or Organization).
