Role Summary

Lead the people side of change for transformation initiatives (e.g., new digital licensing workflows), ensuring fast adoption, reduced resistance, and measurable business benefits across stakeholders.
Key Responsibilities

1) Change Strategy & Planning
- Develop the Change Strategy & Plan (rationale, objectives, scope, timeline).
- Conduct stakeholder mapping, change impact and readiness assessments.
- Maintain the Change Calendar and manage change risks.
2) Stakeholder Engagement
- Identify personas (e.g., enforcement officers, front-counter staff, finance, ICT, vendors).
- Build and run a Change Champions Network and engagement roadshows.
- Manage resistance and escalate adoption issues.
3) Change Communications
- Create a Communication Plan (key messages, channels, cadence).
- Produce assets: FAQs, counter scripts, bulletins, notices, release notes.
- Organize townhalls/webinars and go-live announcements.
4) Training & Enablement *Not delivering training
- Perform Training Needs Analysis (TNA) and develop the Training Plan.
- Develop SOPs, manuals, micro-videos, e-learning (LMS) content.
- Coordinate BRT, train-the-trainer, and attendance/competency records.
5) Business Readiness & Adoption
- Define readiness criteria and go/no-go gates.
- Support cutover & hypercare, and track 30/60/90-day adoption.
- Channel user feedback into the product backlog.
6) Governance & Compliance
- Align with CAB/Change Control, operational SLAs, and data/privacy policies.
- Maintain change records and audit trails; update the knowledge base.
7) Data & Reporting
- Run baseline and post-go-live surveys; build the adoption dashboard.
- Report adoption, training, sentiment, and support impact to the related committees.
Education Requirements

- Bachelor’s degree in Management/Communication/Industrial–Organizational Psychology/Business Administration/Information Systems or related field.
Experience & Skills
-----
- 2–5 years in Change Management/Transformation/Business Analysis/Training/Communications (public sector experience is a plus).
- Strong writing and facilitation skills; stakeholder management across levels.
- Working knowledge of Agile/Scrum, operational SOPs, and risk management.
- Analytical skills (Excel/Power BI/Looker) and experience measuring adoption outcomes.
Job Types: Full-time, Contract
Contract length: 12 months
Pay: RM2,500.00 - RM3,500.00 per month
