Summary
The EHS Officer at an ink cartridge manufacturing plant in Seelong, Senai Johor will support the EHS Manager in developing and maintaining comprehensive Environment, Health & Safety programs. This role is crucial for ensuring full compliance with Malaysian EHS laws, especially those from DOSH and DOE, including OSHA 1994, FMA 1967, and EQA 1974. Given the significant chemical handling and waste generation involved in operations, expertise in these areas is essential. The ideal candidate will be proactive and hands-on, working towards a zero-incident workplace and fostering a strong EHS culture.
Detailed Description 1
Key Responsibilities and Duties:
Occupational Safety & Health (OSH)
- Conduct regular workplace inspections and audits to identify and rectify unsafe acts and conditions.
- Develop, review, and implement Hazard Identification, Risk Assessment, and
- Determining Control (HIRADC) for all routine and non-routine activities.
- Lead incident investigations, conduct root cause analysis (RCA), and develop effective corrective and preventive action (CAPA) plans.
- Serve as the Secretary for the site's Safety & Health Committee, including preparing meeting materials and tracking action items.
- Manage the Permit-to-Work (PTW) system for high-risk activities such as hot work and confined space entry.
- Oversee the Personal Protective Equipment (PPE) program, including needs assessment, employee training, and compliance monitoring.
- Conduct EHS induction for new employees and contractors, and deliver regular toolbox talks and specific safety training.
- Assist in the development and execution of emergency response drills (e.g., fire evacuation, chemical spills).
Environmental Compliance
- Manage all aspects of Scheduled Waste (Buangan Terjadual) in accordance with the Environmental Quality (Scheduled Wastes) Regulations 2005. This includes proper identification, labelling, storage, and coordinating disposal with DOE-licensed contractors.
- Maintain accurate records and manage reporting via the Electronic Scheduled Waste Information System (e-SWIS).
- Monitor and ensure compliance with industrial effluent discharge standards (if applicable) and air emission regulations from our production processes.
- Maintain the site's Chemical Register and ensure all Safety Data Sheets (SDS) are up-to-date and accessible as per CLASS Regulations 2013.
- Conduct regular inspections of chemical storage areas, waste holding areas, and pollution control equipment.

Legal and Management System Compliance
- Stay current with all applicable Malaysian EHS laws and regulations and ensure the facility's policies and procedures are updated accordingly.
- Act as a key liaison with regulatory bodies such as the Department of Occupational Safety and Health (DOSH/JKKP), Department of Environment (DOE/JAS), and the Fire and Rescue Department (BOMBA).
- Assist in maintaining the ISO 14001 (Environmental Management System) and ISO 45001 (Occupational Health & Safety Management System) certifications.
- Prepare and submit all mandatory EHS reports to government agencies in a timely manner.
- Maintain comprehensive and audit-ready EHS records, documentation, and data.
Knowledge/Skills/Competencies
Qualifications & Experience:
- Education: Bachelor’s Degree in Occupational Safety & Health, Environmental Science, Chemical Engineering, or a related technical field.
- A minimum of 3 years of hands-on EHS experience within a manufacturing environment.
- Direct experience in the chemical, electronics, or a similar industry involving chemical processing and hazardous waste management is highly preferred.
- Legal Knowledge: Demonstrable, in-depth knowledge of the Occupational Safety and Health Act 1994 (OSHA), Factories and Machinery Act 1967 (FMA), and Environmental Quality Act 1974 (EQA) and their associated regulations.
Required Skills & Competencies:
- Proficiency in conducting HIRARC and Job Safety Analysis (JSA).
- Competent in incident investigation techniques and root cause analysis.
- Expertise in Malaysian Scheduled Waste management (e-SWIS).
- Strong understanding of chemical safety, SDS, and the CLASS Regulations.
- Familiarity with ISO 14001:2015 and ISO 45001:2018 standards.
- Excellent communication and interpersonal skills, with the ability to engage effectively with all levels of the organization, from shop-floor operators to senior management.
- Strong problem-solving and analytical abilities.
- Meticulous attention to detail, especially in record-keeping and reporting.
- Proactive, self-motivated, and able to work independently with minimal supervision.
- Effective training and presentation skills.
- Fluent in both English and Bahasa Malaysia (written and spoken).
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
