Purpose
To ensure the safe, efficient, and environmentally compliant operation of assigned vessels by overseeing both marine operations and the Health, Safety, Environment, and Quality (HSEQ) management systems. The role serves as a key interface between vessels, corporate management, and external stakeholders to uphold high operational and regulatory standards.
Key Responsibilities
Marine Operations:
- Oversee safe and efficient cargo and marine operations for assigned vessels.
- Provide guidance and support to ship Masters and shipboard staff on navigation, cargo handling, adverse weather response, and STS operations.
- Support pre-vetting preparations, attend on board during vetting or cargo operations as needed.
- Ensure compliance with charter party agreements and support charterer communications.
- Review loading/discharging, tank changeover, gas-up/cool-down plans and risk assessments.
- Assist in new vessel takeovers, compatibility studies with terminals, and SSCS meetings.
- Attend vessels for marine support and represent the company in marine-related emergency response situations.
HSEQ Management:
- Monitor and ensure compliance with ISM Code, ISO 9001, ISO 14001, ISO 45001, and all relevant flag and port state regulations.
- Drive continuous improvement of ship management systems and operational manuals.
- Lead internal/external audits, incident investigations, and management reviews.
- Arrange vetting inspections for the assigned LNG/LPG group vessels and maintain approvals as required by charterers, terminals, and owners. Follow up closure towards OCIMF and energy majors Supervise and support vetting (OCIMF/SIRE, TMSA, CDI) and marine assurance processes across the fleet.
- Maintain vetting and incident databases, track trends, and identify improvement areas.
- Coordinate training and awareness on safety, environment, and quality practices for both onboard and shore-based staff.
- Act as member of the Emergency Response Team and support contingency planning.
Qualifications
- Technical/maritime qualification, preferably with seagoing experience as a senior officer.
- Strong working knowledge of maritime HSEQ systems and industry regulations.
- Certified in Risk Assessment, Incident Investigation (valid 5 years), ISM/ISO auditing, and DPA training.
- Strong knowledge of LPG / LNG cargo operations.
- Proficient in English (oral and written) and computer applications.
