As the HR & Admin Manager, you will play a pivotal role in shaping and driving the human resources and administrative functions across the Moonlight Group of Companies. This position is responsible for providing leadership, strategic direction, and operational excellence in all HR and administrative matters. You will oversee policies, processes, and initiatives that support business objectives, enhance organizational culture, ensure compliance, and improve overall efficiency and performance across multiple business units
Key Responsibilities
Human Resources Management
· Oversee the full spectrum of HR functions for all companies under the Moonlight Group.
· Develop and implement HR strategies, policies, and initiatives aligned with group objectives and compliant with local labor laws and industry standards.
· Lead recruitment, on boarding, retention, and employee development across the group.
· Oversee foreign worker management, including recruitment, permit renewal, accommodation, and compliance with immigration regulations.
· Design and manage performance appraisal systems and performance improvement plans.
· Serve as a strategic advisor to senior management on HR matters.
· Monitor and ensure compliance with all employment regulations, company policies, and procedures.
· Administer employee benefits, compensation frameworks, and manage industrial relations.
· Promote and implement diversity, equity, and inclusion strategies.
Payroll Administration
· Ensure timely and accurate processing of payroll, including wages, bonuses, and statutory deductions.
· Stay updated with payroll legislation and manage compliance with tax and labor requirements.
· Maintain payroll documentation and prepare regular payroll reports for management review.
· Coordinate with the finance team for accurate disbursements.
Training & Development
· Identify training needs across departments and design targeted learning programs.
· Organize, coordinate, and facilitate internal and external training sessions, workshops, and webinars.
· Provide proper training to ensure all employees are aligned with company culture and policies.
· Manage HRDC claimable training programs and fund utilization.
· Monitor and evaluate training effectiveness and adjust programs as needed.
Employee Relations
· Manage employee grievances, investigations, disciplinary matters, and conflict resolution.
· Foster a positive, inclusive, and productive work environment across all levels.
· Maintain clear documentation of disciplinary and grievance matters.
Administrative Management
· Lead and manage the administration team to ensure efficient support services to all departments.
· Oversee facilities management, procurement, office maintenance, safety, and security.
· Implement and improve office administrative policies, SOPs, and workflows.
· Monitor service contracts and performance of third-party service providers.
· Ensure efficient budget planning and cost-saving initiatives for administrative operations.
Qualifications & Requirements
· Bachelor’s Degree in Human Resource Management, Business Administration, or related field.
· Minimum 5 years of progressive HR and admin experience, with at least 2 years in a supervisory or manager role.
· Strong knowledge of Malaysian labour laws, payroll systems, and HRDC.
· Experience in handling foreign workers and relevant regulations is essential.
· Knowledge of the IFLEXI system will be an added advantage.
· Excellent communication, leadership, and interpersonal skills.
· Strategic thinker with hands-on execution ability.
· Proficient in Microsoft Office.
· Multilingual proficiency, especially in Mandarin, is essential to communicate with Mandarin-speaking management.
